Requires efficient management of environmental laws and regulations that primarily deal with economic and social systems conformity and, second, in accordance with the facts and be able in society, namely the realization of the program environment, healthy and sustainable, legal instruments provide necessary. The research method in this study, survey of the population are lawyers in Tehran. Simple random sampling method and sample size was determined using a sample of 378 people. Data were collected by questionnaire and SPSS version 22 software is data analysis. The results showed with 99 percent confidence level we can say that this research advisory partnership in the fight against air pollution is as good. Accordingly, in order to improve the dynamic level of participation, consultation rules and regulations to fight air pollution is proposed to develop the ability to express voiceless people and provide opportunities for growth and responsibility and greater participation of the people and advising people on the environment, create be.
